AIBBA’s historical material originally took the form of a Summary guide to compliance obligations: a more concise tool than the “Step-by-Step” Guide, designed to make sure essential obligations are not forgotten during startup and operation.
The updated version is organised by activity type and allows you to check, in a single sequence, the main steps: regional regulations, Municipality/SUAP, any SCIA or notification, regional codes and CIN, public safety, statistics, tourist tax, safety, tax aspects and property documentation.

Remote accountant and choice of tax regime
The service continues AIBBA’s long-standing accounting support and turns a generic question — “do I need to open a VAT number?” — into an assessment consistent with accommodation category, number of properties, continuity of activity, services offered and actual organisation.
Depending on the case, the professional can examine whether a VAT number is required, the applicable tax regime, periodic obligations, invoices and receipts, direct taxes, VAT where due, contributions and coordination between rental income and accommodation business income.

The complete VAT-number package was part of the AIBBA service for members with a COMPLETE plan. Any extraordinary services, stamps, fees or obligations not included are quoted separately.
Remote legal assistance for specific issues
A service for matters requiring an individual legal assessment that cannot be resolved with a simple FAQ. Under the old AIBBA system, this already included document review, civil-law issues and specialist questions.
It may concern, for example, condominium rules, contracts, disputes, official reports and penalties, relationships with owner or tenant, liability towards guests, litigation and interpretation of clauses.

Filing the SCIA to start the activity
For non-hotel accommodation activities that require the SCIA filed with the Municipality/SUAP, AIBBA provides its long-standing service for preparing and filing the application through the appointed technical professional.
It is one of the most frequently requested services because it provides support through the decisive administrative phase of opening, after the preliminary check of property documentation and requirements.
What is included

- preparation of the forms required by the Municipality/SUAP;
- electronic filing of the SCIA when the case falls within the agreed service;
- advance notification of any deficiencies or additional technical documents.
Remote surveyor and property assessment
It is the evolution of AIBBA’s old “Pronto Geometra” service. Before choosing an accommodation category, it is advisable to check whether the property can genuinely support it: layout, rooms, bathrooms, floor areas, permitted use and documentary compliance can completely change the choice between B&B, Affittacamere, CAV and tourist rental.
The first assessment can be carried out remotely starting from the floor plan, property register extract, photographs and available documentation. If the application requires certifications, professional statements or site inspections, a qualified technician becomes involved according to the Municipality’s requirements.

Rates from the technical price list reserved for members. The filing the SCIA to start the activity has a dedicated fee of €130.00; any additional technical services required by the Municipality are quoted separately.
Legionella Report · risk assessment and self-monitoring plan
The service is intended for hotel and non-hotel accommodation facilities covered by Legionella risk assessment. Legislative Decree 18/2023 introduced risk assessment for priority class C buildings, which include accommodation facilities.
Legionella is a bacterium that can proliferate in water systems under favourable conditions of temperature, biofilm, scale and stagnation. The risk is mainly linked to inhaling contaminated aerosol from, for example, showers, taps, whirlpool tubs or misting systems.
What the service includes
- Risk assessment / Legionella DVR: preparation of the self-monitoring plan for the internal water system;
- virtual inspection: telephone interview, video call or photographs of the main parts of the system, with any available floor plan or technical documentation;
- delivery of the manual and consulting: explanation of Legionella management and correct maintenance of records;
- sampling and analyses: option to send samples to an accredited laboratory according to the needs identified by the risk assessment;
- revalidation: if no major changes are made to the system, the plan can simply be revalidated according to the frequency required by the case.
The cost of the DVR depends on the complexity of the system: indicatively from a single room with a simple system up to properties with more complex installations. Sampling can also be carried out by the operator following the technical instructions provided when the assignment is accepted.
Marketing and website
AIBBA marketing consulting is based on experience in the direct promotion of non-hotel accommodation and is now structured around the relationship between OTA portals, own website, Google, SEO, reputation, pricing and direct bookings.
The objective is not simply to “have a website”, but to build a path that turns visibility into enquiries and bookings, reducing exclusive dependence on intermediaries where possible.

Booking Management System and Booking Engine
On the old AIBBA site, the “Booking Management System” was conceived as a simple tool to organise bookings, guest data and tourist tax. The updated section now distinguishes between two different needs:
- Management system/PMS: calendar, bookings, guest records, rates, receipts, reports and operational organisation;
- Booking Engine: booking engine connected to your own website to receive direct bookings;
- possible integration with channel manager, portals and check-in systems;
- assessment of the tool according to the number of rooms/apartments and booking volume.
AIBBA helps determine what level of software is genuinely needed, avoiding oversized systems for a small property or, conversely, tools that are too basic when the number of apartments and sales channels grows.
Simplified Business Plan
The Business Plan is one of AIBBA’s long-standing services: it originally consisted of a manual plus an Excel application to estimate costs and revenue for B&B, Affittacamere and tourist apartments. Today it is used mainly to understand, before investing, whether the project has reasonable economic sustainability.
The The simplified Business Plan is included in the COMPLETE membership and is used to build an initial scenario with expected revenue, occupancy, average price, portal commissions, fixed and variable costs, rents, utilities and main investments.

Electronic Invoicing
Guidance service for those who need to organise correctly the issue, receipt and retention of electronic invoices for their activity. The setup is coordinated with the tax regime identified by the Accountant.
