Short-term and tourist rentals: new national standard form approved

On 1 October 2026, Italy’s Unified Conference reached agreement on the new standard form entitled “Communication of the start of short-term/tourist rental activity”. The form establishes a common national basis for the information and declarations required when a rental activity starts.

In brief: the national communication form has been approved. Before filing it, however, operators must check when and how their Region and the competent SUAP make it available through the local online system.

What has been approved

The agreement was reached between the Government, Regions and local authorities under Article 9 of Legislative Decree no. 281/1997. Standard forms are intended to reduce formal differences between territories and give public authorities a common framework for the same type of procedure.

The national form does not remove regional or municipal powers. Operators must still comply with regional law, the relevant SUAP portal procedure, any regional identification code and the operational instructions issued by the competent authority.

A communication and a SCIA are different procedures

The start-up communication must be distinguished from the SCIA required where a short-term or tourist rental is operated as a business. The correct procedure depends not on the wording used in the listing, but on the activity’s actual legal status, the number of properties and the applicable rules.

The new form therefore does not turn a non-business rental into a business and does not replace the SCIA where a SCIA is mandatory.

Operators who have already filed a communication

Approval of the form does not, by itself, automatically require a validly filed communication to be submitted again. Any transitional filing, integration or migration will depend on instructions from the Region and SUAP. Check the local guidance before submitting a duplicate communication.

What to do now

  • consult the portal of the Region and the SUAP responsible for the property;
  • check whether the new form is available and the date from which it must be used;
  • distinguish correctly between a non-business communication and a business SCIA;
  • retain the filing receipt and protocol number;
  • continue to manage the CIN, any regional code, Alloggiati Web, tourism statistics, tourist tax and safety requirements separately.
